UNDP and partners meet to discuss the Victim Support System in the Maldives.

Jun 28, 2013

Under UNDP’s justice sector dialogues Maldives Police Service, Prosecutor General's Office, High Court and the Ministry of Gender and Family met to discuss the Victim Support System in the Maldives.

Although the Standard Operating Procedures developed has established a mechanism for collaboration between Maldives Police Service and Prosecutor General’s Office, this has not been the practice in most of the cases. Both institutions lack awareness of what each others functions are.

The objective of the meeting was to identify how the agreed Operating Procedures are applied in practice, what the challenges are and how these can be overcome.

What some of the participants said:

“We don’t want to see victims being abused because of loopholes in the system. We need trained staff and best practices to make this a success.” – Hussain Siraj, Victims Support Unit, Maldives Police Service.

“It is important for all interlocutors and partners to work together. We need policy-level decisions to formalize the processes, and make the system work for the people who need it the most.” – Sulthana Shakir, Witness Assistance Unit, Prosecutor General’s Office

“Currently, the roles of the responsible partners are not clear, and we are running around in confusion. It is important for this responsibility to be properly and formerly assigned.” – Asiyath Abdul Hadi, Victims Support Unit, Maldives Police Service.

“At the moment, the ministry is prioritizing domestic violence and child abuse cases. Without the proper guidelines, trained staff and other mechanisms in place, it will be difficult for us to concentrate on other equally important priorities, such as cases of the elderly and the disabled.” Fathimath Eman Nasheed, Case Management Section, Ministry of Gender and Family
